WE NEED BETTER SURVEILLANCE

Who killed ANDREW FELIX KAWEESI? This is the big question from most Ugandans but one that might forever go unanswered.

It’s big moments that often wake us up to the hard realities lurking in the shadows. After the gruesome and quite perplexing murder of Assistant Inspector General of police, Andrew Felix Kaweesi, it’s clear that the ‘Bike Assassins‘ are still out to KILL!

The ‘Bike Assassins’ as I  call them, are either guns for hire or serial killers that have become popular for murdering high position placed individuals. From Sheikh Abdul Sentamu in April 2012, (That Year Four Sheikhs were murdered) to State Attorney Joan Kagezi in March 2015, Major Sheikh Muhammad Kiggundu -November 2016 to Now Andrew Felix Kaweesi -March 2017!

In a space of 6 YEARS, this notorious group of hit men has executed twelve public gun-down murder cases not a single case has been solved. Since 2012, the police is still investigating with slow progress. (Yeah, this is not comforting at all )

So who are these BIKE ASSASSINS?  These calculative murderers have been able to evade the authorities with ease and seem not ready to retire any time soon.

One thing for sure is that these are not Boda Boda riders as so many people claim. From public information provided by police, these guys seem to be trained hit men who are highly tactical and can disappear with ease. Where do they get the guns? Why do they kill the people they kill? These are essential questions that the police has failed to answer so far.

So, is the police incompetent or under equipped to solve this continuous blood shed?

FACT 1: Almost half of the Bike Assassinations have been during day and in a public place.

FACT 2: The Bike Assassins use guns. (Where do they get these weapons?)

FACT 3: No Bike Assassin has been convicted.

All these facts a glaring indications that there is a broken chain somewhere but will the ‘Bike Assassins’ ever be arrested or stopped? Before the conspiracy theories emerge, I do hope this issue doesn’t become another forgotten News Headline.

So what is the NEXT STEP?  One thing that is clear is that our surveillance needs to be upgraded. A few cameras have been placed here and there on the streets of Kampala but a few seem to work. Cities like Dubai have low crime rate ( You can leave your car unlocked and no one will touch it. True story ) and they have achieved this high security with the use of surveillance cameras in every corner.

This might not be achievable in a few years, but police under their security strategy should consider it as a solid plan.

Am not a surveillance or security professional, but this is my civilian opinion.
